Challenge

Chemeketa Community College, a regional institution serving nearly 18,000 students annually across seven campuses, had attempted to pass a bond measure in November 2024 but was unsuccessful. As a respected college known for training first responders, skilled trades professionals, healthcare workers, and more, Chemeketa needed a fresh approach for the May 2025 vote to clearly communicate the urgency and value of the investment. The bond aimed to modernize aging facilities, expand workforce programs, and improve campus safety - all while maintaining accessibility and supporting a diverse student population. The challenge was to demonstrate tangible benefits for students, local employers, and the broader community, address concerns about tax impacts, and engage voters who had previously been unconvinced.

Solution

Rushlight Agency developed and executed a disciplined, fresh, comprehensive campaign to rebuild trust and secure voter approval.

Clear, Accessible Messaging

We reframed the bond narrative around outcomes voters care most about - preparing students for high-demand jobs, supporting local businesses with a skilled workforce, and creating safe, modern learning environments.

Digital & Print Outreach

Through targeted digital ads, social media, a voter-focused website, and direct mail, we delivered clear and consistent information to every corner of the district.

Community Engagement

We collaborated with Chemeketa leadership, faculty, students, alumni, and local business partners to amplify the campaign’s message, ensuring credible voices carried it forward into neighborhoods and community groups.

Voter Mobilization

In the final weeks, we deployed a strategic get-out-the-vote push through digital channels, text reminders, and community partnerships to maximize turnout and support.

Conclusion

In May 2025, voters approved Chemeketa Community College’s $140 million bond measure - just six months after its initial defeat - securing critical funding to expand workforce training, modernize facilities and ensure students have access to high-quality, affordable education for years to come. Rushlight’s strategic, community-centered approach was the difference-maker in turning a previous loss into a decisive win.
