Challenge
The Oregon State Chamber of Commerce (OSCC) is a statewide association that plays a key role in strengthening local business communities by engaging chambers in statewide advocacy and providing professional development. While well-known in the legislature and among other chambers, member feedback indicated a need for better communication beyond advocacy, and stronger connections among colleagues. OSCC also aimed to establish a political action committee (PAC) to expand its advocacy efforts.
Solution
Rushlight Agency developed a comprehensive communications plan, as well as a refresh of the website. Rushlight also created the branding of their newly created PAC, the Defend Small Business PAC.

Messaging & Strategy
Creation of content calendar to manage messaging across platforms. Increased focus on content for professional development opportunities, highlighting member news, and industry news and trends. Set up a private Facebook group for members to connect with each other. Monthly email newsletter created for both OSCC and the Defend Small Business PAC. Created blog for the PAC as well as OSCC’s advocacy efforts to improve SEO.
Conclusion
As a result, members are more engaged with both OSCC and each other. Participation in professional development events has risen, and advocacy involvement has also grown, even though it was not part of the initial goal. Rushlight continues to create content and drive the strategy forward.
